Sheriff Answers Criticisms of His Failure to Handcuff Frank
Answering criticisms which he said has been made of the fact that he does not handcuff Leo M. Frank, accused of the murder of Mary Phagan, in conducting the prisoner to and from the court house, Sheriff C. W. Mangum has issued the following statement with the request that it be published:
"Some complaints are being made in regard to the handling of a prisoner (not prisoners) to and from the tower.
"When any prisoner is to be handled, if he is not violent or unruly he is allowed to go walking by the side of the officer or officers in charge of him, regardless of whether he is black or white, regardless of the prisoner's sex, creed or nationality.
"The sheriff and his deputies are responsible for the safe handling of prisoners, and my belief is that the people of Fulton county have full confidence in the sheriff and his deputies.
