As a result of charges and intimations that detectives working under William J. Burns in the Frank case caused witnesses to leave the city before testifying, the Council yesterday decided to safeguard the dignity of the Recorder's Court by making it a misdemeanor for persons to interfere with witnesses summoned before that tribunal. The ordinance was introduced before the ordinance committee, and after thoroughly investigating the feasibility of the measure, the committee approved it, and the Council on Monday passed it and made it an ordinance to become effective immediately. Under the ordinance, the Court has the power to punish persons who interfere with witnesses for contempt of Court.
