In answer to criticisms which he said had been made of the fact that Leo M. Frank, now on trial for the murder of Mary Phagan, is not handcuffed when being conducted to and from the jail and courthouse, Sheriff Mangum has issued, with the request that it be published, the following statement:
"Some complaints are being made in regard to the handling of a prisoner (not prisoners) to and from the tower.
"When any prisoner is to be handled, if he is not violent or unruly he is allowed to go walking by the side of the officer or officers in charge of him, regardless of whether he is black or white, regardless of the prisoner's sex, creed or nationality.
"The sheriff and his deputies are responsible for the safe handling of prisoners, and my belief is that the people of Fulton county have full confidence in the sheriff and his deputies.
